Management Team
Chief Operating Officer
Michael Evans is the Chief Operating Officer of Harmony Behavioral Health Inc., a wholly-owned subsidiary of Tampa-based WellCare Health Plans (NYSE:WCG). He is responsible for managed behavioral health care services for this rapidly growing national health plan serving government business. Formerly, Mr. Evans was a senior vice president at Magellan Health Services responsible for national managed care and EAP (employee assistance) services, and regional operations in Utah, California, Oregon, Washington and Alaska.

Mr. Evans has extensive experience managing behavioral health care operations and health services, and has a strong record of business development and membership growth. Mr. Evans served as a senior executive with Charter Behavioral Health Systems, and was a hospital and group CEO for the same organization for several years. He was president and chief operating officer of Managed Health Network, a managed behavioral health care subsidiary of Foundation Health Systems (now HealthNet, Inc.).
Mr. Evans has worked in both the acute health care industry and the private and public psychiatric health care industry since 1980. As a health care executive, he has been responsible for financial and operational turnarounds, program development, the development and management of integrated delivery systems and a continuum of outpatient and inpatient treatment services. He has served on several healthcare committees and on several corporate advisory boards in the health care and insurance industries.
Mr. Evans holds a dual master's degree in social work and health services administration from the University of Utah.
 
Business & Strategic Development
Julian Cohen, Vice President for Business and Strategic Development is responsible for new business growth and strategic planning and development for all lines of business. Mr. Cohen has over 25 years of experience in the behavioral health care arena including senior management roles in both managed care and hospital settings. Formerly, Mr. Cohen was chief marketing officer for United Behavioral Health responsible for all sales, marketing, product development and account management on a national basis. He has also served as the president of MCC Behavioral Health (now CIGNA Behavioral Health) and as president of the Institute of Psychiatry at Northwestern Memorial Hospital in Chicago. Mr. Cohen holds a master's degree in public health and hospital administration and a bachelor degree in social work, both from the University of Pittsburgh.
 
Medical Director
Alex R. Rodriguez, MD is the Medical Director for Harmony Behavioral Health (HBH). Certified by the American Board of Psychiatry and Neurology and the American Board of Medical Management, Dr. Rodriguez has held executive medical leadership positions with the U.S. Departments of Defense and Health and Human Services and with three national managed care organizations (Preferred Health Care, Consortium Health Plans, and Magellan Health Services). He has served as president of the American College of Medical Quality, a member of the boards of the Utilization Review Accreditation Commission and Disease Management Association of America, associate editor of The American Journal of Medical Quality, and long-time member of the Standards Committee and chair of the Behavioral Health Accreditation Committee of the National Committee on Quality Assurance. He has published numerous articles and book chapters in the health care literature and has served on the faculties of several medical schools. A retired Navy Captain, he has maintained a clinical practice as a naval reservist for the past 20 years.

Dr. Rodriguez provides accountability for behavioral quality improvement and medical utilization management activities that are delegated by WellCare Health Plans operating units and are integrated into overall health plan responsibilities to customers. He also provides medical support for clinical utilization management, claims operations, provider credentialing and communications, member services, account management, medical economics, and compliance programs.
 
Network Development & Provider Relations
Dee Brown, Senior Director, Network Development, brings over 20 years of experience in operations management, business development, provider network development and strategic planning in the behavioral health and child welfare fields. Ms. Brown's experience in creating solid provider networks and partnerships allows Harmony Behavioral Health to be guided by strong leadership as we develop and manage our provider network. Prior to joining Harmony Behavioral Health, she served as vice president of administration for Comprehensive Care Corporation, overseeing provider network services, information services reporting and a national call center. She previously was the senior vice president of provider network services for Magellan Behavioral Health. In that position, she was nationally responsible for provider contracting, rate setting, data management, credentialing, network management and outreach. Ms. Brown has also served as chief operating officer for Foster America, a Baltimore child welfare privatization organization and as Director of New Business Development for Devereux Foundation. Ms. Brown received both her bachelor's degree in business management, and her master's degree in management from Rosemont College in Pennsylvania.

John Abruzzo, Manager, Network Development and Provider Relations, is a licensed health care risk manager. John joined Harmony Behavioral Health in late 2004 after sixteen years of network development experience in managed care, working with psychiatric hospitals and community mental health centers. In his current position, John is responsible for the development of the behavioral health provider networks in Florida and Georgia. He received his master's degree in counseling psychology from Bowie State University in Maryland.
 
Clinical Services
Dr. Bill Kale, Vice President, Clinical Operations is a licensed psychologist with 20 years experience in leadership roles in managed behavioral health organizations. Prior to joining Harmony Behavioral Health, Dr. Kale was a co-founder and president of Professional Psychological Services, a Florida-based behavioral health and employee assistance program organization, from 1987 to 1998. He also has over 10 years experience practicing full-time as a clinical psychologist. Dr. Kale received his Ph.D. in clinical psychology from the University of South Florida.

Carol Fox, Director, Clinical Services, is a licensed mental health counselor with over fifteen years of experience in managed behavioral health care. She joined Harmony Behavioral Health in early 2005 after a fifteen-year career managing clinical utilization activities with professional psychological services and directing account management for Horizon Behavioral Health. In her current role, Ms. Fox is responsible for utilization management of inpatient and outpatient clinical services and an intake call center. Prior to assuming clinical administration roles, Ms. Fox was in private practice specializing in substance abuse treatment. Ms. Fox has a master's degree from Marshall University.

Wendy Ley, Manager, Inpatient Clinical Services, is a licensed clinical social worker. She joined Harmony Behavioral Health in late 2005 after fourteen years of social work experience in managed care, forensic, inpatient medical, in home psychiatric, outpatient medical, partial hospitalization psychiatric/substance abuse and inpatient psychiatric/substance abuse settings. In her current role, Ms. Ley is responsible for inpatient utilization management activities and provider appeals. Ms. Ley has a master's degree from the University of South Florida.
Carolyn K'Miller, Manager, Outpatient Services, is a licensed clinical social worker. She joined Harmony Behavioral Health in early 2006 after fourteen years of social work experience in managed care, family/child child welfare services and international adoptions. In her current role, she is responsible for outpatient utilization management activities and manages a team of clinical coordinators. Mrs. K'Miller has a master's degree in social work from Florida State University.
 
Quality Improvement
Mary E. Hammond, Manager, Quality Improvement, is a registered psychiatric nurse with over 10 years experience in managed behavioral health care. She joined Harmony Behavioral Health in 2001 after a career in clinical psychiatric nursing as well as managed care, including supervision and management of clinical nursing and case management activities. In her current role, Ms. Hammond is responsible for delivering a comprehensive quality improvement program. Prior to joining Harmony Behavioral Health, Ms. Hammond held the position of quality improvement director for a large community mental health agency in Tampa. Earlier in her career, Ms. Hammond was director of case management/quality management for Mental Health Network, a national managed behavioral health company based in New Orleans, Louisiana. She has over 15 years of progressive experience working in psychiatric hospitals as head nurse, psychiatric nurse supervisor, and director of utilization management.
